According to the details, the Pakistan Information Commission Islamabad has sent a notice to the Secretary Railways Islamabad on the complaint of social leader Anwar Adil Khanzada, seeking an explanation on the delay in issuing NOC to Town Committee Dour for the establishment of a public park by Pakistan Railways by May 8 and has ordered the Secretary Railways to provide details to social leader Anwar Adil Khanzada in this regard. Social leader Anwar Adil Khanzada said that Pakistan Railways Sukkur is delaying the issuance of NOC to Town Committee Dour for the establishment of a public park, and the Deputy Director Property and Land Sukkur and the Assistant Executive Engineer Railways Nawabshah are making new excuses every day. There are, and despite the completion of all the paperwork by Pakistan Railways Sukkur for the establishment / maintenance of a public park on railway land for the public interest and improvement of the environment, the Town Committee Daur has not yet been given NOC. Several times, the Deputy Director Property and Land Sukkur and the Assistant Executor Engineer Railways Nawabshah have assured to issue NOC, but delaying tactics are being used to issue NOC. The social leader said that on 10/01/2025, a (Formal Request) was sent to the Divisional Superintendent (DS) Pakistan Railways Sukkur for the establishment / maintenance of a public park, payment of lease charges, but despite the passage of four months, no action has been taken on it. The Deputy Director Property and Land Pakistan Railways Sukkur sent a request to the concerned Municipal Officer Daur on 05/07/2023 to the Collector No. 473-W/Park/Daur to the concerned Municipal Officer Daur for the improvement of the environment and public welfare. The Town Committee agreed to issue NOC to the city at the rate of Rs. 05/sft for establishment and maintenance. On 06/01/2025, AEN Railways Nawabshah along with the Town Committee Officer and the renovation staff jointly visited the proposed park site of about 06-acres, and the Town Committee agreed to pay the lease charges for the establishment and maintenance of the public park. On 07/01/2025, a letter was sent by the Assistant Executive Engineer Pakistan Railways Nawabshah Maqsood Ahmed Lark to the Deputy Director Property and Land Sukkur in which it was stated that the formal request had not been received from the Civil Administration, and it was said that the process of issuing NOC would be started as soon as the formal request was received. However, no action has been taken despite the passage of four months. The establishment of a public park will not only improve the environment but will also enhance the beauty of the railway station and the area and will also reduce the rainfall. There will be no damage to the railway track. Dirt, garbage and dirty water have been accumulating at the public park for several months and during the rains, this area is completely submerged and the water remains stagnant for several months. Due to the proximity of the railway track, the railway track also sinks, which damages the railway track. Railway land is also being occupied in this area. With the establishment of a public park, not only will the railway land be protected from encroachment, but the railway track will also be protected. The social leader said that the Dour railway station is the only station in Sindh where the town committee has done work for public convenience. The chairman of the town committee, Dour Chaudhry Waseem Afzal Rajput, has spent millions of rupees to dig soil near the railway station so that the railway station and the railway track remain safe during heavy rains. While filter plants, trees, benches and lights have been installed on the platform for passengers to sit, while staff have been appointed to clean the platform. Social leader Anwar Adil Khanzada said that despite the establishment of a public park, the establishment of a public park is in the interest of Pakistan Railways and the public.
