Chief Minister Balochistan Chairs Secretaries Committee Meeting

Chief Minister Balochistan, Mir Sarfraz Bugti, chaired a meeting of the Secretaries Committee in Quetta. The meeting was attended by provincial ministers Mir Zahoor Ahmed Buledi, Mir Saleem Khan Khosa, and Mir Shoaib Nosherwani, along with Chief Secretary Balochistan Shakeel Qadir Khan, Additional Chief Secretary (Development) Zahid Saleem, Additional Chief Secretary (Home) Hamza Shafqaat, Principal Secretary Babar Khan, and administrative secretaries of all departments.

The session reviewed progress on ongoing projects across different departments.

Chief Minister Sarfraz Bugti expressed serious concern over illegal trawling in Balochistan’s maritime boundaries, terming it an injustice to local fishermen and communities. He directed the Fisheries Department to ensure its complete eradication.

“All departments are responsible for ensuring transparency, quality, and timely completion of development projects,” the Chief Minister emphasized. He instructed that all small schemes with 100% allocation must be completed by January 1 next year. He further directed all departments to guarantee the transparent and timely utilization of allocated funds.

“Compromises on quality in development projects will not be tolerated. Every project of public interest must be completed within the stipulated timeframe,” Bugti said. He stressed the need to establish an integrated monitoring and evaluation system to assess institutional performance.

The Chief Minister also ordered monthly reports on fund utilization and project completion, warning that strict action would be taken against officers guilty of negligence or delay. “Transparency, speed, and accountability in the development process remain our top priorities,” he remarked, adding that it is the government’s responsibility to ensure timely completion of welfare projects for the people of Balochistan.

He highlighted that provincial resources are being utilized to serve the public, and reforms in the Balochistan Board of Intermediate and Secondary Education must be carried forward. “The Board will be turned into a model institution by ensuring transparency and merit,” the Chief Minister pledged.

The upcoming meeting of the Secretaries Committee will review progress on foreign-funded and federal projects. Bugti directed that instead of preparing PC-I proposals without groundwork, departments must conduct on-site evaluations to formulate practical and workable projects. He further stated that the practice of concept papers is over—every project must be approved strictly on the basis of a viable PC-I.

The Chief Minister instructed that departmental approval of development projects must be ensured at least three months before the presentation of the new financial year’s budget.
