KARACHI DADU: A recent investigative survey has uncovered massive corruption in the Gaj Diversion Bund, Tir Bhitt project, exposing fraudulent works, bogus bills, and misuse of billions of rupees, leaving Dadu vulnerable to floods and devastation.
According to local residents and opposition leaders, including Sardar Imdad Khan Leghari and Nazir Lund, substandard and incomplete works have caused serious damage. Just last month, under the guise of “emergency works,” a few trucks of small stones were dumped, but millions were withdrawn through fake bills, while only 40% of the stone pitching (protection wall) was actually completed. The remaining sections were simply filled with sand and gravel.
Key vulnerable points — RD 4/5 and RD 18/25 — remain unsafe and without proper reinforcement. At Zero Point Chakri, construction work was left incomplete and later destroyed by rains and floods.

Between 2015 and 2020, dozens of outlets collapsed but were never repaired. After the 2022 floods, the government released Rs 480 million for emergency repairs, but locals allege that 90% of these funds were misappropriated.
Officials allegedly involved include, Abdul Wahab Gujar, former Project Director of Gaj Bund, accused of fake and substandard works.
Vijay Kumar, present XEN of Irrigation Department Dadu, linked to heavy embezzlement in the “New Gaj Bund” scheme.
Locals revealed that nearly Rs 3.2 billion allocated over the last five years for Gaj Bund, FP Bund, and other protective works have been siphoned off.
Community leaders Imdad Leghari, Pir Bakhsh, Nazir Lund, Shabir Ahmed, and others sai.
“Year after year, fake bills worth billions are generated, but in five years the project has not been completed. We demand independent investigations, verification, and accountability of the corruption and fraud in RD 4/25, Gaj Bund Zero Point Chakri, and the Turar Wall works.”
The locals strongly appealed for NAB and anti-corruption authorities to take immediate action against those responsible for this massive fraud.
No official response of Xen Irrigation Vijay and others on the occasion.
