KARACHI: The Government of Sindh, with support from the World Bank, has successfully implemented the Sindh Flood Emergency Rehabilitation Project (SFERP) aimed at rebuilding lives and infrastructure destroyed by the 2022 floods. With the theme of Build Back Better (BBB), the project has delivered climate-resilient infrastructure, restored livelihoods, and strengthened disaster response services across the province.
These works were carried out successfully under the Project Director SFERP Planning and Development Mr Ghulam Asghar Kanasro and Technically works supervised by Deputy Project Director Mr Aslam Leghari.

Team leader of Third party verification firm, Team Leader of design and supervision firm supervising work and PIU is ensuring oversight of implementation.

While, the World Bank and Monitoring and Evolution team also look after over all.

Roads & Rehabilitation, Connecting Communities Again

Under Infrastructure Rehabilitation, 141 farm-to-market roads covering 825 kilometers have been reconstructed in 19 districts.
These climate-resilient roads now connect rural communities to markets and services, benefiting nearly 5 million people.
The initiative is substantially completed.

Water Supply and Drainage Schemes Restored:

In 11 districts, 534 water supply and drainage schemes damaged by floods were rehabilitated, including 378 water supply and 156 drainage systems, reaching 3 million beneficiaries.
The project ensured clean, safe drinking water through ultra-filtration systems, solar-powered operations, and chlorination facilities, with 85% work completed.

Livelihood Restoration, Supporting Vulnerable Families:

To revive local economies, the project provided Cash-for-Work opportunities to flood-affected households. In 14 districts, 139,655 families received direct livelihood support, helping the most vulnerable rebuild their income and resilience.

Rescue 1122 Expanded Across Sindh:
A major achievement of the project is the expansion of Sindh Emergency Rescue Service (Rescue 1122) beyond Karachi and Hyderabad.
New emergency facilities were established in districts including Naushero Feroz, Jacobabad, Tharparkar, Khairpur, Sanghar, Larkana, Thatta, Sujawal, Matiari, and Ghotki.

12 District Headquarters Rescue Stations have been built (7 completed, 5 near completion).

16 Satellite Rescue Stations established along major highways (M9, N5, N55), fully operational.

10 Civil Hospitals refurbished with trauma care facilities, ambulances, and medical equipment.

These facilities are now equipped to respond to floods, fires, earthquakes, road accidents, and health emergencies, making Sindh’s emergency system more resilient.

Sustainable operations with solar-powered facilities.

Employment support for thousands of households.

Faster emergency response with expanded Rescue 1122 network.

Stronger healthcare capacity with upgraded hospitals.

Community participation, including active involvement of women in execution and awareness campaigns.
