“Uzbekistan–2030” Development Strategy was held at the Academy of Public Policy and Administration under the President of the Republic of Uzbekistan, in collaboration with the Development Strategy Center. The event brought together leading academic professors, teachers, researchers, doctoral students, and policy experts.
Opening the discussion, Vice-Rector Alisher Umarov of the Academy and Executive Director Eldor Tulyakov of the Development Strategy Center outlined the objectives highlighted in the President’s address to the Oliy Majlis and the people of Uzbekistan. Speakers emphasized the need to further improve the Uzbekistan–2030 Strategy by assessing reform outcomes, evaluating achieved performance indicators, and aligning future goals with the country’s evolving development priorities.
Participants noted that the Uzbekistan–2030 Strategy, adopted in 2023, marked the beginning of a qualitatively new phase in national development. In line with the updated Constitution, the strategy prioritizes human dignity, sustainable economic growth, strengthened social protection, and the creation of a people-oriented state governance system.
Practical experience from the early stages of implementation has highlighted the necessity for clearer goal-setting, annual planning mechanisms, transparent funding sources, and well-defined institutional responsibilities. Public consultations, regional proposals, and lessons learned during implementation further reinforced the importance of refining the strategy.
The updated draft represents a logical continuation of the existing framework while introducing a more results-driven approach. A key innovation is the linkage of each strategic goal to specific annual performance indicators. For example, in education and healthcare, the revised strategy shifts focus from expansion alone to quality, outcomes, and environmental standards, including increasing preschool enrollment to 80 percent and ensuring 100 percent access to clean drinking water and modern sanitation facilities.
During the session, detailed presentations were delivered on proposed revisions and performance assessments, followed by an interactive question-and-answer segment. Participants offered constructive recommendations and initiatives aimed at strengthening the final draft of the strategy.
