The temporary evacuation of the population in Tirah is taking place with the consent of the district administration, local community, and tribal elders. The decision was finalized in a jirga of the Afridi tribes on January 31, 2025, in coordination with the provincial administration. The process reflects local consensus, not unilateral state action.
Five billion rupees were allocated for the evacuation under provincial directives. While the funds were intended to facilitate smooth relocation, logistical shortcomings—such as the use of tractors instead of air-conditioned buses—have drawn criticism. Evacuation points lacked adequate arrangements, causing temporary hardship for residents.
NADRA’s role is limited to registering civilians to prevent extremists from reaching urban centers disguised as locals. Criticism of NADRA’s work undermines public safety and indirectly aids terrorist movements.
The local population, long affected by terrorism and criminal activity, voluntarily chose to vacate the area to safeguard lives. Civil and district authorities coordinated with multiple jirgas to determine the evacuation plan.
Contrary to recent claims, there is no plan for a major military operation in Tirah. Targeted actions against extremists will continue, but the evacuation is primarily a protective measure, not a prelude to large-scale military activity. Extremists had previously used civilians as human shields and deployed drones from within civilian areas, creating significant risks to residents.
The operation reflects state responsibility to combat terrorism, rather than political maneuvering or personal agendas. Analysts note that inconsistent messaging from political leadership—granting permission and resources while distancing themselves publicly—benefits extremists by projecting reluctance to confront them directly.
The evacuation highlights the local community’s proactive role and the administration’s efforts to ensure safety while combating persistent security threats in Tirah.
