P&D Dept. decides to implement organized monitoring system for development schemes

QUETTA: In a significant development, the Planning and Development (P&D) Department, Government of Balochistan has decided to implement an organized monitoring system for development schemes for the fiscal year 2025–26.
The aim of the initiative taken on the special directives of Chief Minister, Mir Sarfraz Bugti, is to ensure effective assessment of implementation progress of the ongoing projects.
In this regard, following instructions from Additional Chief Secretary (P&D) Zahid Saleem, formal directives have been issued to the Chief Economist, Joint Chief Economist, Director General (Implementation Planning), and all Divisional Directors of Development.
According to these instructions, a comprehensive annual monitoring schedule or calendar is to be prepared to allow for regular and timely monitoring of the execution of development schemes. This initiative is being carried out in line with the mandate given to the Monitoring and Evaluation Wing of the Planning and Development Department.
According to an official press release, under the approved annual schedule, each Divisional Director of Development will be required to conduct field visits to at least 25% of the ongoing and new development schemes in their respective divisions. Additionally, the Monitoring and Evaluation Wing will independently review 8% of the schemes in each division.
During these field visits, divisional directors have been instructed to ensure comprehensive monitoring across all sectors, and to submit inspection reports by the 5th of every month. These reports must clearly outline the physical and financial progress of the projects, with a breakdown by component, to support effective decision-making during high-level development review meetings.
Furthermore, at the end of the fiscal year, each division will be required to submit a comprehensive report, detailing performance across all sectors and complete utilization of funds.
To oversee this entire process, monthly review meetings will be held, chaired either by the Secretary of Implementation or the Director General of Monitoring and Evaluation. In these meetings, divisional directors will brief officials on the progress of development schemes based on the monitoring reports.
This initiative reflects the provincial government’s strong commitment to ensuring that development projects are completed with transparency, efficiency, and timeliness, so that the benefits can reach the public without delay.
