Officials from government, civil society, NGOs and academia joined the gathering while debating Balochistan first ever renewable policy.
Talking to the gathering Dr. Quratul Ain Bakhtiari the head of IDSP, celebrated IDSP’s commitment to community-based solutions, stressing that meaningful progress depends on young people’s professional freedom, institutional support, and empowered communities.
The Energy Department, Government of Balochistan, in partnership with the Institute for Development Studies and Practices (IDSP), convened a landmark consultation on the Draft Balochistan Renewable Energy Policy.
Held at Serena Hotel, the workshop brought together provincial officials, experts, and civil society representatives.
Secretary Energy Balochistan, Muhammad Dawood Bazai, underlined the urgent need for implementable policies, institutional strengthening, and collective action to accelerate renewable adoption amid the climate crisis.
Additional Secretary Sahibzada Najeebullah outlined priorities of renewable expansion, financing models, and regulatory reforms, emphasizing community-centered policy development.
Earlier, Dr. Quratul Ain Bakhtiari, Founding Director IDSP, welcomed participants and stressed the role of youth and communities in energy transition.
Rabia Mirrani, Senior Research Associate, presented an overview of systemic gaps—such as fossil fuel dependence and weak transmission networks—alongside opportunities in solar, wind, and decentralized systems.
Breakout discussions addressed four clusters: community participation, financing mechanisms, regulatory reforms, and high-priority projects including waste-to-energy and the energy-water-food nexus. Vision 2045 targets were also set, aiming for 15% renewable share and 70%-100% electricity access by 2040.
The consultation reaffirmed that Balochistan is not only central to Pakistan’s energy transition but can also emerge as a leader in sustainable, inclusive, and community-driven energy solutions.
