Sindh Police and Pakistan Post Sign MoU for Delivery of E-Challan System in Karachi

KARACHI: Sindh Police has taken another significant step in its digitalization and citizen facilitation drive by signing a Memorandum of Understanding (MoU) with Pakistan Post for the delivery of traffic e-challans directly to citizens’ homes.

The signing ceremony was held at the Central Police Office, Karachi, in the presence of IG Sindh Ghulam Nabi Memon, Postmaster General Sindh Manzoor Ahmed, Additional IGs Karachi, DIG Traffic Karachi Peer Muhammad Shah, senior police officials, and senior representatives of Pakistan Post.

 

Under the agreement:

Delivery within Karachi and Hyderabad will be completed within 24 hours.

Beyond Hyderabad, delivery will be ensured within 3 working days.

 

Pakistan Post will maintain a record of all transactions and deliveries for 18 months.

 

Delivery charges will be Rs. 26 within Karachi-Hyderabad and Rs. 41 outside the zone, fully borne by the Sindh Government, with no extra cost to citizens.

 

DIG Traffic Karachi Peer Muhammad Shah said that “We are moving towards a faceless e-ticketing system. This initiative required amendments in the Motor Vehicle Ordinance, which have now been approved. With Pakistan Post’s support, traffic challans will reach citizens’ homes, improving transparency and reducing unnecessary public interaction.”

 

Postmaster General Sindh Manzoor Ahmed remarked, that “This collaboration reflects the role of state institutions working together for public service. With Pakistan Post’s extensive network, we will ensure transparency and timely delivery of e-challans. This will not only improve the image of the police but also bring convenience to citizens.”

IG Sindh Ghulam Nabi Memon highlighted that the initiative will eliminate direct public interaction with traffic police, ensuring fairness and transparency.

 

Sindh Police’s IT wing has already introduced digital verification systems such as e-verification of certificates and the Talash App for tracking suspects.

 

Through modern technology, police have identified and arrested over 10,000 criminals, including absconders attempting to get jobs as security guards.

 

The e-challan home delivery system will further strengthen the traffic management framework, reduce corruption, and encourage citizens to avoid traffic violations.

 

IG Sindh added, that “This is part of the broader Safe City Project. The first phase will be completed by October 25, 2025, with further stages expanding its scope across Karachi. With these steps, traffic management will become more efficient and citizen-friendly.”

 

The e-challan initiative is expected to improve traffic discipline, transparency, and police-public trust, while becoming an integral part of Sindh’s digital governance ecosystem.
