Quetta, October 22, 2025: The Balochistan High Court has directed the provincial Education Department to submit a comprehensive report regarding the appointments and transfers of teachers in the province.

A two-member bench comprising Acting Chief Justice Justice Muhammad Kamran Khan Mulakhail and Justice Gul Hassan Tareen heard the case titled Khair Muhammad Shaheen vs. Director Education and Others.

During the hearing, the government’s counsel informed the court that para-wise comments had already been submitted. According to the government, 224 teachers from other districts are currently posted in Quetta, while the petitioner claimed that the actual number exceeds 4,000 — a situation he described as a clear violation of the Education Policy 2025.

The bench observed that a final decision could not be made without establishing the facts and directed the petitioner to submit a clear and detailed statement. The court also instructed the Education Department to provide accurate data regarding the number of teachers posted in Quetta, the total number of schools, details of functional and non-functional institutions, the number of vacant posts, and the reasons for those vacancies.

The court further ordered that the report be submitted under oath by the Director Schools and signed by the District Education Officers (DEOs).

The next hearing of the case has been scheduled for November 24, 2025.
