The world is currently rapidly becoming a place of national, regional and international diplomacy. Ever since the world has embraced the concept of a global village and become a part of it, friendships, enmities, trade and wars have taken different directions. When the whole world was working towards its goals in the context of diplomacy, the world was limited. Ever since diplomacy changed direction from monarchies to become a part of parliamentary government. Since then, parliamentary diplomacy has been born and has progressed rapidly. Processes like the Commonwealth Parliamentary Association (CPA), inter-parliamentary conferences, global soft power cooperation and global dialogue, cooperation and legal cooperation are part of parliamentary diplomacy. Therefore, the world feels proud to adopt such processes. In this regard, Pakistan is also getting great opportunities to succeed in conveying its message to the whole world through intra-parliamentary conferences and hosting them through international parliamentary leaders or representatives. For example, traditional diplomacy in the world has now taken new directions. Along with governments, institutions of elected representatives, namely parliaments, are now playing an important role in promoting peace, development, and relations at the global level. Parliamentary diplomacy is a continuation of this new thinking, which aims to increase partnership, legal cooperation and mutual trust between nations. What is parliamentary diplomacy? Parliamentary diplomacy is an effort through which elected representatives increase relations with the parliaments of different countries, visit at the level of delegations, discuss common legal and political concerns, and build consensus on global issues. The aim of such diplomacy is to present the policies of governments in a more human and representative way, not as an alternative or parallel, but as a more humane and representative one. The goals of parliamentary diplomacy are to increase dialogue and cooperation between nations.
To make joint efforts to promote world peace, democracy and human rights.
To promote the exchange of legal experience and policy between legislative bodies.
Strengthening institutions for joint legislation and consultation at the regional and global levels. Islamabad Conference 2025 – The Center of Global Attention
In November 2025, Islamabad will host a major inter-parliamentary conference hosted by the Senate of Pakistan, in which parliamentary leaders, speakers and senators from around the world are expected to participate. The title of the conference is:
“Fostering Dialogue, Cooperation and Global Legislative Collaboration”
That is, increasing dialogue, cooperation and legal cooperation at the global level. The meeting will not only highlight Pakistan’s parliamentary credibility and political stability, but will also support the country’s soft power at the global level. It is a golden opportunity for Pakistan to more effectively present its position on peace, democracy and shared development. Importance in Pakistan’s global engagement
Pakistan has previously been active in organizations such as the Commonwealth Parliamentary Association (CPA), the Inter-Parliamentary Union (IPU) and the Asian Parliamentary Assembly (APA). The Islamabad Conference will further strengthen Pakistan’s role in regional leadership, Global trust and political credibility will increase.There will be opportunities to present a common position on humanitarian, economic and environmental issues.
Key recommendations and potential benefits: Pakistan should project its democratic and constitutional stability. The inclusion of women and young parliamentarians will attract global attention. Parliamentary diplomacy should be brought to the public level with the participation of the media and civil society.Joint declarations on regional peace, trade and climate change should be issued during the conference. Parliamentary diplomacy has become an effective force in the modern era, which brings nations closer, reduces differences and helps open new doors for shared development. The November 2025 conference in Islamabad is a historic opportunity for Pakistan. With which it can re-present its parliamentary thinking, democratic commitment and international responsibility to the world. Recently, a conference was held in Barbados, Pakistan under the auspices of the Commonwealth Parliamentary Association, CPA, in which parliamentarians, speakers and parliamentary secretariat staff from all over the world also participated. Representatives from the parliaments of all the provinces of Pakistan and representatives from the National Assembly also participated. It is reported that since the aforementioned conference will be hosted by the Senate of Pakistan in November 2025, Pakistani representatives, while handling the hosting duties through this conference, should present their national, civil, state, democratic, government and institutional messages to the parliamentary leaders of the world in a better way through their parliamentary diplomacy. In a similar manner, in February 2026, the Parliamentary Secretariat of the Sindh Assembly is getting the honor of hosting the Commonwealth Parliamentary Association (CPA). In this regard, a few days ago, Speaker Sindh Assembly Owais Qadir Shah also briefed Party Chairman Bilawal Bhutto Zardari. However, when Secretary Sindh Assembly Ghulam Muhammad Umar Farooq Buriro was asked about this, according to his statement, the Sindh Assembly Secretariat is making full preparations. The Sindh Assembly Secretariat will try to give a good message through the best reflection of Sindh’s cultural, traditional, parliamentary and democratic practices. These world-class Conferences,hosting, and diplomacy can contribute to enhancing national, democratic, and parliamentary prestige at the global level.
