Pakistan is set to revamp the Pakistan Agricultural Research Council (PARC) through a Chinese-supported Strategic Reform and Cooperation Plan, jointly developed with China’s Ministry of Agriculture and Rural Affairs (MARA) and the Chinese Academy of Agricultural Sciences (CAAS), according to Gwadar Pro.
The ambitious reform plan aims to modernize PARC’s structure, strengthen agricultural innovation, and align Pakistan’s food security initiatives with international scientific standards.
Under the proposed framework, PARC will be transformed into an innovation-driven institution with Technology Transfer Units established at major research centers, a National Agricultural Technology Transfer Centre, and regional demonstration hubs to boost productivity and value addition in the agricultural sector.
A high-level meeting chaired by Federal Minister for National Food Security and Research Rana Tanveer Hussain on October 31 reviewed the Chinese-backed proposal. PARC Chairman Dr. Syed Murtaza Hassan Andrabi briefed attendees on a joint study by MARA and CAAS assessing the council’s performance and institutional capacity.
Minister Rana Tanveer Hussain emphasized the government’s resolve to implement the recommendations “in letter and spirit,” directing the creation of a high-level committee to ensure timely execution, accountability, and measurable outcomes.
The reform aligns with the broader China–Pakistan Action Plan (2025–2029) aimed at fostering a shared future of agricultural cooperation, focusing on crop cultivation, livestock development, seed technology, drip irrigation, and agro-processing.
The restructuring of PARC marks a significant milestone in advancing a technology-driven agricultural partnership between China and Pakistan, reinforcing their strategic collaboration in the food and innovation sectors.
