Libya’s Minister of Oil and Gas, Khalifa Abdulsadek, will outline production targets and investment plans at the Libya Energy & Economic Summit (LEES) 2026, scheduled for January 24–26 in Tripoli.
Libya aims to raise crude oil production to 1.6 million barrels per day by the end of 2026, up from about 1.4 million bpd, with longer-term goals of 1.8 million bpd by 2027 and 2 million bpd by 2030. The strategy is backed by $3–4 billion in near-term investment to rehabilitate aging infrastructure, optimize mature fields and unlock marginal production.
Key projects include Eni-led offshore gas development, brownfield upgrades at major oil fields, and expansion of Waha concessions. The government has also launched its first upstream licensing round in nearly 20 years, offering 22 onshore and offshore blocks to international investors.
