Independent Report
Karachi, February 21, 2026: The Sindh government has announced a comprehensive reform framework to transform the Sindh Building Control Authority (SBCA) into a transparent, accountable, and technology-driven regulatory body. Provincial Minister for Local Government, Syed Nasir Hussain Shah, emphasized strict action against illegal constructions, including forming a Special Anti-Illegal Construction Task Force using drone surveillance for real-time monitoring.
The reform includes digitization of thousands of approval files, expansion of the Single Window Facility across all regions, and full online approval processes for building categories. Integration with the Sindh Business One Stop Shop (S-BoSS) will streamline approvals and reduce delays. A geo-tagged Complaint Tracking System will allow citizens to lodge and monitor complaints digitally. The initiative aims to enhance citizen safety, protect heritage structures, and ensure accountable urban development.
