KARACHI: Announcement of a shutdown of government institutions.
According to details, the Sindh Employees Alliance (SEA) has announced a complete shutdown of all government offices, schools, colleges, hospitals, and the Revenue Department across the district from September 23, 2025, for an indefinite period.
In this regard, an important meeting was held at the Deputy Commissioner’s office meeting hall, presided over by Chairman Syed Rashid Hussain Shah, while the proceedings were conducted by District President Abdul Wahab Kagazi. The meeting was hosted by leaders of the Revenue Department.
Leaders from 26 different departments attended the meeting, including GUSTA, P.T. Alf, APCA, Revenue, GAWAZ, Colleges, Paramedical, Local Government, Municipal Committee, and Shaikh Ayaz University. Among the participants were Syed Rashid Hussain Shah, Abdul Wahab Kagazi, Ghulam Sarwar Koharo, Nizamuddin Sheikh, Abdul Shakoor Soomro, Ihsan Ahmed Abro, Abdul Rahman Shar Baloch, Abdul Hameed Bharchoond, Nazir Hussain Shah, Nasrullah Sheikh, Intikhab Ahmed Mahar, Shiraz Ahmed Khair, Agha Shoaib Khan, Syed Asif Ali Shah, Ghulam Rasool Jhaln, Faheem Ahmed Soomro, Naushad Ahmed Bhutto, Nazir Ahmed Lashari, Shafiq Ahmed Sheikh, Dhani Bux Bhayo, Saleem Arain, Muhammad Akram Abro, Rafiq Ahmed Soomro, Ashfaq Ahmed Bhutto, Abdul Basit Channa, Mehr Jamali, Naushad Ali Bhutto, Muzammil Ahmed, Asif Ali Shah, Inayatullah Mahar, Abdul Shakoor Phoor, Nasrullah Sheikh, and Agha Ali Jan, among others.
During the meeting, six core demands of the Sindh Employees Alliance were presented, which included opposition to cuts in pension benefits, salary increases, DRA (Disparity Reduction Allowance), group insurance, benevolent fund, and the quota for deceased employees. Participants declared that, in support of these demands, a complete shutdown would be enforced across all government offices and institutions in district Shikarpur.
The meeting strongly condemned the recent attack on teachers, employees, and innocent children at Government High School Boriri, terming it as sheer terrorism. In this tragic incident, one teacher was martyred while several employees and children were injured. The meeting demanded that the government and police award exemplary punishment to the terrorists involved so that educational institutions may remain safe in the future.
Committees were formed at the district, taluka, and unit levels to visit offices, schools, colleges, and hospitals to ensure the enforcement of the shutdown and to play their role in making the protest successful.
In his address, Chairman Syed Rashid Hussain Shah said: “This is not just a protest but a struggle for the survival and future of employees. We must remain mentally prepared. In the coming phase, this movement will head towards Karachi, where the struggle will continue for one month.” He further stated: “Pension is the only support for employees in their old age, which the government now wants to snatch away, but we will fight for our rights till the last drop of blood.”
A massive Workers’ Convention had organized by the Sindh Employees Alliance (SEA) Karachi Division, was held at the Scout Auditorium Karachi on September 17. The event, presided over by SEA Chairman Haji Muhammad Ashraf Khaskheli, the participation of a large number of central leaders from various government employees’ organizations had demanded of Sindh government to stop employees enemy decisions.
Meanwhile, the convention leaders among Madam Sheer Ghori. Prominent union leaders including Ghulam Rasool Mahar (PTA), Syed Israr Hussain Shah (SPSA), Abdul Rasheed Chandio (GOAS), Munawar Abbas (SPLA), Ashraf Khan Bouzai (APCA), Bakhsh Ali Chacho (APCA), Asadullah Durrani (APCA Pakistan), Syed Zulfiqar Ali Shah (Local Government Employees), and Iqbal Hussain Panhwar (SEA) addressed the gathering.
Speakers strongly condemned the “oppressive policies” of the Sindh Government, alleging that instead of resolving employees’ problems, the authorities were engaged in exploitation and injustice. They vowed to continue their struggle for workers’ rights and pledged not to retreat until their demands were met.
In his concluding address, Haji Muhammad Ashraf Khaskheli announced the Alliance’s action plan: from September 23, 2025, an indefinite province-wide lockdown of government offices and institutions will be observed, including suspension of health services across Sindh, except for emergencies. The movement will further intensify with a protest sit-in outside Bilawal House Karachi on October 6, 2025, which will continue until demands are accepted.
The convention ended with a vote of thanks by Ijaz Hussain Awan, Chairman SEA Karachi Division, who lauded the unity of all leaders and participants.
