Pakistan Strengthens Carbon Market Governance under German-Funded SPAR6C Programme

ISLAMABAD, October 13, 2025 (Independent Report):
Pakistan has taken another key step toward climate finance innovation and carbon market development under the Supporting Preparedness for Article 6 Cooperation (SPAR6C) initiative, funded by the German Federal Government.

Federal Minister for Climate Change and Environmental Coordination, Senator Dr. Musadik Malik, chaired a high-level meeting in Islamabad with Ms. Helene Paust, Deputy Head of Cooperation at the Embassy of the Federal Republic of Germany, along with representatives from the Global Green Growth Institute (GGGI) and UNEP-CCC.

The meeting focused on strengthening Pakistan’s carbon market governance, pricing frameworks, and transparency mechanisms—a crucial move to help the country transition from readiness to implementation of a robust and credible carbon market aligned with international standards.

Dr. Musadik Malik emphasized the broader value of climate action beyond trading credits, stating:

> “Carbon markets are not just about trading credits; they’re about valuing climate action fairly and ensuring that every ton reduced translates into real benefits for our people and our economy.”

 

The SPAR6C collaboration will help Pakistan mobilize climate finance, encourage green innovation, and achieve its Nationally Determined Contributions (NDCs) through sustainable, market-based mechanisms.

Officials underscored that the initiative marks a turning point in Pakistan’s climate policy by ensuring high-integrity carbon governance, greater transparency, and stronger international cooperation to combat climate change.
