Prospects of the Islamabad Declaration and the objectives of the ICESCO Conference…

An important global conference of Islamic countries is being held in Rabat, Morocco, on June 23 and 24, 2025. This conference is being held by the Organization of Islamic Countries (OIC) at its headquarters. It is very important that conferences are organized in the world to address global problems and global challenges at the global level, and these conferences are also organized through international organizations, in which world-class leaders participate. They present their advice, writings, and recommendations and their solutions, after which an important declaration or manifesto or declaration is issued at the end of the conference. Such declarations have the status of a constitution and a high and supreme law at the global level. In this regard, today, the Organization of Islamic Countries (OIC) is working on the issues of environment, climate change and the problems in this regard. The same conference was to be held in Islamabad,the capital of Pakistan, on May 12,13 and 14, 2025, with the advice of Islamic countries. Which was suspended due to the India-Pakistan war, this conference is also called the Sixth Vice Chancellors Conference,in which a declaration was to be issued under the name of Islamabad Declaration, and for this, leaders, education experts and vice chancellors, chancellors and country presidents and higher educational and educational institutions of 54 Muslim countries of the world were invited to the Move Inn Pick hotel in Islamabad. They were invited to solve the issues related to climate change, environment, resilience and energy, so that they could present their solutions. So that a declaration to solve this problem should be issued under the name of Islamabad Declaration.Under this declaration, the standard of higher education in Islamic countries can be increased, as well as a scholarship in the name of knowledge should be issued, which will be issued by the Knowledge Bank, now Whether the علم bank exists or not, it will be called the knowledge bank. On the basis of which the decisions made in Islamic countries regarding climate change, resilience, environment and energy and their financing will be responsible for it, its financial control will be through it. This is the background of this conference. The sixth Vice Chancellors’ Conference, which was to issue a declaration in the name of Islamabad, which could not be done, which will now be held in Rabat on 23 and 24 June 2025.
Another important thing is that the number of member countries of ICESCO or OIC is 54. The countries of the Middle East, South Africa and South Asia are also included.
ICESCO has 54 member countries, the Islamic World Educational Scientific and Cultural Organization is a regional organization that also operates under the auspices of the OIC. Most of these countries are in Asia, Africa and South America. Such as Saudi Arabia, Iran, Iraq, the United Arab Emirates, Jordan, Egypt, Bahrain, Qatar, Oman, Palestine, Kuwait, Lebanon, Yemen and Syria in the Middle East. While Algeria, Tunisia, Libya, Egypt, Sudan and Mauritania from North Africa, etc. Similarly, Muslim countries joining from West Africa are as follows: Senegal, Mali, Niger, Nigeria, Burkina Faso, Benin, Togo, Guinea, Sierra Leone, Gambia, Cote d’Ivoire.
Meanwhile, the following countries are included from Central and East Africa: Chad, Uganda, Somalia, Djibouti. While Uzbekistan, Kazakhstan, Tajikistan, Kyrgyzstan, etc. are included from Central Asia.Countries included from South Asia are Pakistan, Bangladesh, Maldives. Similarly, countries like Indonesia, Malaysia, Brunei, Turkey, Azerbaijan, Surinam, and Guyana are included from Southeast Asia.
In light of the global and domestic situation, India’s war aggression against Pakistan resulted in Pakistan losing its right to host the above conference. In this way, due to this conference, the distinguished guests who would have come from Muslim Brotherhood countries would have been hosted by Pakistan and here they would have certainly been introduced to Pakistan’s educational system, educational scholars and political leaders, and would have met more domestic experts in a better way, which was also a missed opportunity. The main reason for which is India’s futile war aggression. It would not be wrong to say that it is the biggest loss in Pakistan’s history, the compensation and loss of which is historical. Whereas now the same vice chancellors who are almost all of the HEC’s approved and registered universities, vice chancellors and presidents, will certainly be able to travel to Morocco and participate in a small number. But another aspect is that our invited domestic officials will get an expensive trip, but they will also get an opportunity to participate in ICESCO Rabat and have the opportunity to travel. And you will also get the opportunity to visit Muslim African countries.
But basically, the opportunity for the citizens or institutional people of the Islamic Republic of Pakistan and the Heads of Departments of the educational institutions and universities to coordinate with each other was also lost due to India’s war aggression and it has had many negative effects. Due to which the United Arab Emirates, Qatar and other airlines suspended their flights. And now, the danger is again visible that the conference to be held on June 23 and 24, 2025, may be canceled. The demand of the heads and leaders of Pakistani universities here, especially in this regard, the Vice Chancellor of the University of Art and Culture, Professor Abdul Ghaffar DawoodPoto, says that if the conference is canceled, which is perceived as dangerous, then it should be held in Pakistan again. Mr. Dawood Poto further says that we are confident that the world will return to peace very soon and we will continue to work in our higher educational institutions or universities and higher education institutions. We will be able to make better decisions regarding financing in the climate change, resilience, environment and energy sectors and issue the Islamabad Declaration. Accordingly, under the Knowledge Bank system, we will be able to play a full role in decision-making and decision-shaping by providing the maximum benefit of the Knowledge Bank scholarship to universities in Pakistan as well as universities and higher education institutions in other Muslim countries of the world. He also said that we hope that this conference will be held very soon. Its high educational goals, collaboration, and the quality of education will also make the dream of Muslim countries come true.
Academician and historian Professor Muhammad Amin Mughal said about the conference that India’s war aggression could have been the reason for the suspension of the conference, but due to effective countermeasures, the war ended within hours and Pakistan is now completely at peace and tranquility. There is no cloud of war, which could be a strong reason for the suspension of the conference, so the authorities need to assess the situation and ensure that the conference is held in Islamabad instead of Morocco and Pakistan is allowed to host it, as there is no possibility of any peace-breaking move. I here endorse the advice offered by Mr. Dawood Poto in this regard and pray that the respect of hosting is not taken away from Pakistan.
