QUETTA: The Chief Minister Balochistan, Mir Sarfraz Bugti has emphasized the need to steer the province out of its challenges and put it towards peace, stability, and development through institutional harmony and a shared vision.
Speaking to the newly appointed young officers who succeeded in competitive examinations here on Thursday, the Chief Minister highlighted the vital role of these officers in the state’s machinery.
He stated that the foundation of improved governance, public service, and a transparent system of government rests upon these young officers.
Present on the occasion were Chief Secretary Shakeel Qadir Khan, Additional Chief Secretary (Home) Muhammad Hamza Shafqaat, Additional Chief Secretary (Development) Zahid Saleem, Principal Secretary to CM, Babar Khan, and Secretary Finance Imran Zarkoon.
The Chief Minister stressed that the young officers play a crucial role in the development process of Balochistan. He exhorted them to carry out their duties with honesty, sincerity, and a spirit of public service, as this approach defines true success.
He added that authority should be seen not as a symbol of power but as a means of serving the people.
Dedication, sincerity, and timely response to public issues are the hallmarks of an effective administrator.
He reiterated that a collective vision and institutional coordination are essential to pull Balochistan out of its difficulties and put it on the path to progress. The government’s job is to formulate policies, while the administration is responsible for their full implementation. Young officers must understand the essence of state policies and treat their execution as a professional obligation.
Highlighting achievements from the previous fiscal year, the Chief Minister noted that due to improved financial management, the government saved over Rs. 14 billion in non-development expenditures. Funds allocated for development projects were utilized efficiently and on time, leading to the timely completion of numerous projects.
He mentioned that reforms had been initiated to curb the growing pension bill and bring long-term financial stability to the province. He urged the young officers to prioritize good governance and improved service delivery, as they are key to solving the public’s long-standing issues.
The Chief Minister also stressed the importance of educating the youth about Balochistan’s historical and ground realities.
He said it was necessary to bridge the gap between perception and reality to guide society effectively and protect the youth from misleading ideologies.
He clarified that Balochistan’s core issue is not unbalanced development but rather the malicious mindset of certain elements trying to alienate the youth from the state. Uneven development is a global issue that requires integrated and fair development strategies.
Commending the enthusiasm of the young officers, CM expressed hope that they would make integrity, transparency, rule of law, and public service their guiding principles, and play a pivotal role in leading Balochistan towards prosperity and progress.
