German Conservative Leader Jens Spahn Resigns After Surrogacy Controversy

BERLIN, July 18: Jens Spahn, a senior leader of Germany’s ruling Christian Democratic Union (CDU) and parliamentary group leader of the governing CDU/CSU alliance, has resigned following mounting criticism over his decision to have a child through a surrogate mother in the United States.
Spahn came under intense pressure after it emerged that he and his husband had welcomed a child through surrogacy abroad, despite the CDU’s longstanding opposition to surrogacy and Germany’s legal ban on the practice within the country. Although German law does not prohibit raising a child born through surrogacy overseas, critics accused Spahn of inconsistency between his personal decision and his party’s public position.
In his resignation, Spahn said his decision to start a family had become incompatible with his leadership role and acknowledged the political consequences of the controversy.
The resignation marks a significant development for Chancellor Friedrich Merz’s governing coalition, with the CDU expected to announce a new parliamentary group leader in the coming days. The episode has also reignited debate in Germany over surrogacy laws, political accountability, and family policy.
